Within RIO (Registration of Institutions and Training Courses), a canonical information model has been defined for secondary education (RIO-vo) in which the following three lists of values are included:
- Training characteristics: A distinguishing characteristic of a training course. For example: Montessori, pro/vmbo-lower secondary education, Technasium
- Training units: A set of knowledge, insight and skills. For example: havo lower secondary education, vmbo-bb care and welfare
- Communication contexts: Subject about which the educational institution can be contacted. For example: Funding, Compulsory Education/RMC
The content of these lists of values is determined and managed by the education sector, the Education Inspectorate, OCW, DUO, SLO and VO-raad with the support of Kennisnet.

The November version does not contain any changes to the content itself, but the so-called training unit codes (O-codes) have now been added to the training units, which allow these training units to be uniquely identified within RIO.
