How can public and private service providers in education (such as DUO, Kennisnet, test providers, publishers, suppliers of administrative packages, student monitoring systems and electronic learning environments) exchange (confidential) data on behalf of educational organisations (education providers, education boards) in a uniform manner? How can they establish the identity of the party that supplies confidential data about students? And how do these parties know from each other on behalf of which educational organisation data is exchanged? Such questions are central to the Edukoppeling. This agreement prescribes how educational organisations, public implementation organisations, suppliers and other chain parties must set up data exchanges. The agreement concerns the communication layer for the processing of messages (the transport) and not the content of messages.
